Data Act

Regulation (EU) 2023/2854 sets harmonised rules on fair access to and use of data generated by connected products and related services, requiring manufacturers to give users and, on request, third parties access to that data.

Data Act is force since 12 September 2025, and the entries above show interest has already dropped by roughly three-quarters from its launch peak, a pattern to watch for when this glossary later covers the Digital Omnibus’s proposed further changes to it.

Distinct from the Data protection framework under GDPR: the Data Act governs non-personal and mixed datasets from connected products, not personal data as such.
